Papers relating to the business of the Council are available for inspection for 30 minutes immediately prior to a meeting, in the Elizabeth Hall, or at other mutually convenient times by arrangement with the Clerk.

Members of the public may attend to ask questions and/or make statements only at the beginning of the meeting. They may also observe the remainder of the proceedings, but are not entitled to participate.
